San Fernando Valley Area Plan Notice of Preparation (NOP) (RPPL2025000606 / PRJ2025-000442). This project includes a General Plan Amendment (RPPL2025000604) to establish the San Fernando Valley Area Plan as part of the LA County General Plan; update Figure 7.3 of the Mobility Element of the General Plan to reclassify a portion of Kagel Canyon Road from Limited Secondary Highway to Local Road; and land use reclassifications to establish General Plan land use classification for parcels in the Twin Lakes Community Plan Area, correct mapping errors, and identify recently acquired open space. The project also includes a related Zone Change (RPPL2026000988) for zoning clean-up efforts related to the area plan and an implementation ordinance (RPPL2025000605) to establish a Planning Area Standards District Overlay with development standards specific to the San Fernando Planning Area and its unincorporated communities.
