To construct an approximately 1,170-foot-long temporary access road to provide access for three water well exploratory drilling sites on a 9.8-acre parcel within the R-C-20 (Rural Coastal – 20 Acre Minimum Required Lot Area) Zone of the Santa Monica Mountains Coastal Zone. The Project would also retroactively authorize the test drilling of four potential seepage pit locations for a future onsite wastewater treatment system (“OWTS”). A Major CDP is required for grading more than 5,000 cubic yards of earth, and the project proposes a total grading volume of 12,400 cubic yards (6,750 cubic yards cut, 5,650 fill, 1,100 cubic yards stockpiled on site). This project is categorically exempt (Class 4 — Minor Alterations to Land) pursuant to CEQA reporting requirements.
